Assistant Superintendent for Programs

STATEMENT OF THE POSITION
The Assistant Superintendent for Programs is directly responsible to the District Superintendent. The Assistant Superintendent for Programs represents the BOCES and the administration as occasions require. The Assistant Superintendent for Programs is also responsible for the administration, direction, and control of the educational programs provided by the BOCES.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
The Assistant Superintendent for Programs has administrative responsibility for all instructional programs and special projects.
1.
Interprets, implements and enforces all provisions of policies, regulations, negotiated agreements, contracts and handbooks of the BOCES.
2.
Maintains effective communication with local, state, and federal education agencies.
3.
Provides BOCES region-wide leadership and support in the interpretation and
implementation of the New York State Learning Standards Assessments, Graduation Requirements and other State Education Department initiatives.
4.
Establishes effective connections between various departments of the BOCES, component districts and regional and state resources in a collaborative effort to address all student needs.
5.
Participates in meetings of Superintendents of Schools, BOCES, local Boards of Education and other groups as required by the District Superintendent.
6.
Arranges and conducts meetings of BOCES staff, component district administrators, and other groups as needs require.
7.
Serves as a BOCES liaison in establishing partnerships with school districts, higher education, legislators, businesses, agencies and other community groups through which to develop programming to serve both school-aged and adult learners.
8.
Works collaboratively with community agencies and organizations to develop and implement regional student programs, e.g. Workforce 2020, Career Jam, Regional Spelling Bee, National Honor Society Recognition Program and Staff Development Dinner Meeting.
9.
Coordinates various CoSer programs, including Arts in Education, Exploratory Enrichment, Performing Arts, Museum to Schools, and Coaching courses, etc.
10.
Prepares, revises and submits collaboratively developed long and short range BOCES plans to meet local, state and federal requirements, including but not limited to the APPR, PDP, Biennial Review.
11.
Facilitates program data collection and prepares and assures the proper and timely submission of all required BOCES program reports to the State Education Department, i.e, BEDS, VADIR, DASA, BOCES Report Card.
12.
Participates in setting realistic and attainable goals for the overall operation of BOCES educational programs.
13.
Recommends modifications in BOCES policies and regulations for educational and support programs.
14.
Oversees curriculum and evaluation systems development for all BOCES instructional programs. Provides strategic planning for school districts.
15.
Supervises the preparation and administration of special projects and grants that may be funded at the local, state or national levels.
16.
Evaluates staffing needs and oversees recruitment, selection, and orientation of new faculty and staff members, in cooperation with Department Directors and Central Administration.
17.
Supervises and evaluates administrators and staff in instructional programs according to the line and staff chart.
18.
Oversees the operation of the Central NY Regional Partnership Center.
19.
Responsible for the functioning of the three (3) BOCES Sick Banks.
20.
Supervises the purchasing of instructional equipment and supplies within budget appropriations.
21.
Serves on behalf of the District Superintendent in his absence as needed.
22.
Performs other duties as may be assigned by the District Superintendent.
KNOWLEDGE, SKILLS AND ABILITIES
1.
Possesses a demonstrated ability in management and administration of education systems.
2.
Can effectively communicate with boards of education, superintendents, principals, school counselors, administration and staff of BOCES and school districts.
3.
Is flexible and industrious in his/her professional growth.
4.
Functions and works collaboratively and constructively in a team setting.
QUALIFICATIONS, BACKGROUND AND EXPERIENCE
?
Certification as a New York State School District Administrator or School District Leader.
?
District level experience preferred, five (5) years’ experience as an administrator required.
?
An understanding of all aspects of the Regents Reform Agenda, implementation of the Common Core learning standards, and other SED initiatives.
?
Strong background in curriculum, instruction, and assessment.
?
Ability to implement best practices and communication strategies to lead and work collaboratively with component district personnel, community agencies, and various departments within the BOCES organization.
?
Experience with data collection and reporting.
?
Expertise and understanding of BOCES programming, COSERs, budgeting and management.
